The difficulty in measuring weather information is a consequence of the lack of measurement methodology. Whereas one could infer the presence of seasonal changes in land movement and the presence of ice on it in response to rising water levels, local influence on how much freshwater will be available, and precipitation in response to changes in human-drought conditions is simply unknown.
